The meeting was held in the meeting room of the Department of Homeland Security and opened by Sarah Johnson, Chairperson at 9:30 am.
In attendance were Sarah Johnson, Judi Rice, Tech Turner, Kacie Noonan, Sheriff Ed Boober, Jay Hollen, Doug Britvec, Pam Holstein-Wallace, Ed Smith, Jay Watson, John Mills, Barb Miller, John Sherwood, Jim Surkamp, Lonnie Faircloth and Debbie Lowe.
Propane Proposal
Doug Britvec and Jay Hollen from Stantec presented the proposal for the Propane Risk Assessment. It will include all those entities that move, store or handle 10,000 lbs or more (which is the reportable quantity). They will identify the sites with these quantities and provide a format of emergency plans and safety information.
It was suggested that we look into pinpointing smaller amounts down to 5,000 lbs as those amounts can still be catastrophic.
To obtain the information on these smaller amounts, we may need to utilize our county employees and resources to stay within the budget of the risk assessment.
All those entities with 10,000 lbs (Tier II) must be reported by March 1st.
CWID 2008 Exercise
There will be a fully functional multi agency and state exercise on June 16th and 17th. This will be a Federal exercise that will require full involvement. Hint: cell phone traffic will go down.
Cross Border Exercise 2008
In September, there will be a tabletop exercise followed by a functional. More information to come.
Homeland Security Grant Funding
We will need to have a NIMS Cast account to be eligible for grants. The number of grants being awarded has greatly decreased.
Emergency Operations Plan 2008
It is now NIMS compliant, has been approved by the County Commission and will be distributed soon.
Other Business
Two new members were introduced, Kacie Noonan with the Jefferson County Health Department and John Mills with the Ambulance Authority.
On February 5th, there will be a meeting at Independent Fire Co in reference to the radio system.
The Sheriff’s Department will move in April to their new facility and Communications to theirs in May.
Sarah Johnson can no longer continue in her position as President of the LEPC, therefore we will need to elect a new president at our next meeting.
Meeting Adjourned.
All those interested stayed at this point to view a tape on propane tank explosions.
